Physician Leadership in Driving a Healthier America
Physician burnout and workforce shortages are jeopardizing patient access to care and threaten to widen existing health inequities in the U.S. AMA Trustee Madelyn Butler, MD, an OB-GYN in Florida, will highlight the concerning trends in health care today that are undermining patient care and contributing to physician burnout, dissatisfaction and early retirements. And she will explore the work of the AMA, at the state and federal levels, to solve the burnout crisis, make it easier for physicians to take care of their mental health needs, and build a more equitable health system for all patients.

Madelyn E. Butler, MD | Member of the Board of Trustees, American Medical Association
Dr. Madelyn Butler, a Florida-based ob-gyn, was elected to the American Medical Association (AMA) Board of Trustees in June 2021. A longtime AMA member since her first year of medical school, Dr. Butler has been a dedicated advocate for medicine at all levels, showcasing significant leadership for patients and fellow clinicians.
Dr. Butler began her involvement with the AMA as a resident delegate to the AMA House of Delegates (HOD) and later held roles including vice chair of Florida's AMA HOD delegation, chair of the Reference Committee on Constitution and Bylaws, and chair of the AMA Finance Committee. She co-leads the AMA Task Force to Preserve the Patient-Physician Relationship and serves as a Board liaison to various AMA councils and sections. Additionally, she represents the AMA on the COLA Board of Directors.
As past president of the Florida Medical Association (FMA), Dr. Butler has championed the future of medicine and the success of upcoming clinicians. Originally from Cuba, and raised in Georgia and Florida, she completed her undergraduate and medical degrees from the University of Florida, followed by an ob-gyn residency at the University of South Florida.
In 1998, Dr. Butler fulfilled her dream of opening an independent practice, which has grown into a multi-location group recognized for excellence in obstetrics and gynecology. With a multilingual staff, her practice serves a diverse patient population in the Tampa Bay area.

Jenny Silberger, MD, FACP | Dept. of Geriatrics and Continuum Complexivists, NW Permanente, PC
Dr. Jenny Silberger completed medical school at Oregon Health & Sciences University and residency in internal medicine followed by a chief year at Portland Providence Medical Center. She joined NW Permanente, P.C. in 2003 where she started her career with NW Permanente in the Department of Internal Medicine, transitioning into the Department of Hospital Medicine, and later joining the Continuing Care Services in the Department of Geriatrics and Continuum Complexivists (SNF & HH). Dr. Silberger's interest in medical complexity led her to complete additional graduate training in primary palliative care. Over the years, Dr. Silberger's work and interests have focused on the care of medically complex patients, development of graduate and post-graduate medical education opportunities, equity issues related to the medical profession, the business and ethical issues which are drivers of physician moral injury, and healthcare advocacy.
